Commentarii Field notes from infrastructure, markets, and the geopolitics of connectivity. Written after dark.
Each entry is anchored to a place and a period. Some are retrospective: written now, from the distance of outcome. Others are current, drafted close to the events they describe. The standard of evidence is the same throughout: what the data and the experience actually support, no more.

Supply Lines

Treasury Secretary Scott Bessent said the US-China trade truce now runs to 10 January 2027, two months later than planned, after Xi Jinping arrived in Washington on 24 September for a state visit that left tariffs, rare earths and technology curbs unresolved. On 24 September the Houthis claimed strikes on Aramco facilities at Yanbu, the Red Sea terminal of Saudi Arabia's East-West Pipeline, and Saudi forces reported intercepting six ballistic missiles; France announced it would send soldiers, radars and defence systems to protect the terminal. The US-China Economic and Security Review Commission published a report on 22 September warning that China could disrupt trans-Pacific undersea cables, and Turkey demanded “prior coordination” for the Greece-Cyprus power cable during a naval exercise that ended on 24 September. Each of the four situations concerns a line that operators depend on, whether oil from Yanbu, rare earths and chips under the truce, data across the Pacific or power between Greece and Cyprus, and in each case a government is either guarding it or bargaining over it.

Since Beyond the Safeguards last week, Texas widened its data centre pause: on 21 September Governor Greg Abbott directed the state environmental regulator to halt new environmental permits for data centres until the grid and water audits are complete.1 The 10-year Treasury yield stood at 5.17% on 25 September, and markets now see the next Federal Reserve rate rise coming at the October meeting.23 On the EU-Canada offer, President Macron and Prime Minister Carney met on Saint-Pierre-et-Miquelon between 20 and 23 September, and Carney described an “alliance for the future” with the EU on defence production and critical minerals rather than formal associate membership.45

Macro and Geopolitical Landscape

The US-Denmark-Greenland agreement signed on 22 September has no end date and restricts investment in “sensitive sectors” by countries outside NATO and the EU.

Oracle sent a force majeure notice on 24 September to Blue Owl Capital, developer of the 2.45-gigawatt Project Jupiter data centre campus in New Mexico, which would allow Oracle to delay payments if the facility misses its 2028 target; the notice cites no single cause, and a gas pipeline serving the site is delayed to February 2027 after repeated permit rejections.6 Demand for such campuses rests on the pace of frontier-model development, and on 23 September Sam Altman and Dario Amodei briefed the UN Security Council while Treasury Secretary Bessent proposed an AI safety notification channel with China.78 For campuses that depend on on-site gas or fuel cells, delivery may turn on pipeline and air permits as much as on construction.

Reporting on the security agreement signed by the United States, Denmark and Greenland on 22 September says it has no end date, grants the US “undersea access” in Greenlandic territorial waters and restricts investment in “sensitive sectors” by countries outside NATO and the EU; Broadband Breakfast reports that those sectors may include undersea cables, ports and telecommunications.910 El Mundo reported on 24 September that the CIA had warned Spain, France and Italy that Russia could launch small drones from merchant vessels in the Mediterranean; the report rests on anonymous Lithuanian sources, Italy’s defence minister called it unsubstantiated, and Macron said France had received no such warning.1112 The article names no infrastructure target.11 A July 2026 study by the International Institute for Strategic Studies (IISS) assessed as likely that Russian intelligence used shadow fleet tankers to launch drones over Western Europe since 2024, although no European government has publicly attributed those incidents.13 Bojan Pancevski’s account of the Nord Stream investigation records German investigators ruling out a Russian ship and submarine theory, and German prosecutors have since charged a Ukrainian suspect.1415 For operators of cable landing stations and data centres on the Mediterranean coast, the exposure worth pricing is attribution: damage launched from a civilian vessel could take months to attribute, and war-risk cover may depend on the answer.

The Short Extension

Treasury Secretary Scott Bessent said the US-China trade truce now runs to 10 January 2027, two months later than its 10 November 2026 expiry.

Xi Jinping arrived in Washington on 24 September for a three-day state visit.16 Bessent said the trade truce agreed at Busan in October 2025 would now last until 10 January 2027 instead of expiring on 10 November 2026.17 Trade reporting describes tariffs, rare earth deliveries, farm purchases (China is said to be $17bn behind, although it is meeting its soybean target) and technology restrictions as unresolved.17 Bloomberg called the summit big on pomp and small on substance, and Gustavo de Arístegui’s 25 September report records no substantive progress on AI, trade, Taiwan or Iran.1819

The Busan arrangement suspended China’s 9 October 2025 rare earth export controls, and its controls on gallium, germanium and antimony, until 10 November 2026, and the United States suspended the Bureau of Industry and Security (BIS) 50% Rule, which extends Entity List restrictions to majority-owned affiliates, for one year from 10 November 2025.20 The reports of the extension seen so far do not say whether the suspension of the BIS 50% Rule and of China’s rare earth controls moves with it. Rare earth magnets, gallium and germanium feed the hardware that towers, fibre and data centres depend on, so a lapse would fall on equipment supply as much as on tariffs, and ownership chains within the 50% Rule’s reach may warrant a compliance check against both dates.

Yanbu and the Red Sea

Saudi forces said they intercepted six ballistic missiles on 24 September after the Houthis claimed strikes on Aramco facilities in Yanbu and a target in Riyadh.

The Houthis claimed strikes on 24 September on Aramco facilities in Yanbu and on a “sensitive target” in Riyadh, and Saudi forces reported intercepting six ballistic missiles, with no damage confirmed.21 Yanbu hosts oil storage and refining connected to the East-West Pipeline, which can carry seven million barrels a day, and Brent crude briefly topped $108 a barrel after the attacks.21 President Macron announced that France would send soldiers, radars and defence systems to protect the Yanbu terminal, Turkey and Pakistan are arranging a military chiefs’ meeting with Saudi Arabia under the Mecca Joint Defence Agreement, and Britain is providing air-to-air refuelling for Saudi jets.217 Separately, a seven-day plan from Iran’s foreign minister, reported on 25 September, would have fighting stop on all fronts, the US lift its naval blockade and oil sanctions and Iranian assets be released, with Hormuz reopening after seven days and nuclear talks following; Secretary of State Marco Rubio rejected describing recent talks as a breakthrough, and US crude fell to $92.54 a barrel on hopes of progress.222 Arístegui reads the Houthis as holding the Yemeni shore of the Bab el-Mandeb under direction from the Islamic Revolutionary Guard Corps, and reports an Iranian adviser threatening to extend the war to the Indian Ocean.19

Microsoft said on 23 September that it would invest more than $10bn in the UAE, Saudi Arabia, Qatar and Kuwait through 2030, including more than $400m for subsea and terrestrial connectivity, with Brad Smith saying the company is sustaining earlier plans and adding to them and had offered resilience assessments to regional partners since the war began on 28 February.2324 The UAE is reconsidering the design of its 5-gigawatt AI campus, which Reuters reported on 11 September would be dispersed across several sites with underground and blast-resistant construction, and G42 says the specifics remain under continuous review.2526 Capital continues to commit to the Gulf, and the physical design of what it builds is changing. Hardening costs, dispersed sites and continuity commitments may need to enter Gulf underwriting alongside the risk at the Yanbu terminal, and Red Sea cable routes run beside the same coastline.

The Commission’s Report

On 22 September the US-China Economic and Security Review Commission published a report on China’s gray zone threats to trans-Pacific undersea cables.

The commission, which advises Congress, says China is developing dual-use technologies for disrupting cables, including submersibles and uncrewed platforms, and that cables linking the US to Taiwan, Japan and the Philippines are especially exposed.27 It assesses that cable disruptions could overwhelm trans-Pacific routing capacity, that simultaneous attacks would degrade connectivity further, and that outages threaten US financial services, AI applications and cloud infrastructure.27 Its recommendations include coordinated maritime domain awareness with regional allies, support for allied efforts to modernise ageing cable repair fleets and investment in commercial and military undersea capabilities.27

Taiwan said on 24 September that it is permanently stationing 100-tonne patrol ships at Dongsha Island in the South China Sea.28 The report is advisory, and the capabilities it describes are the commission’s assessment. Operators of trans-Pacific systems and the portfolios that depend on them may wish to test how many simultaneous faults their route diversity and repair contracts can absorb, since repair-ship availability is the constraint the commission names. Last week’s issue noted US funding for a Thailand-US cable study routed around the South China Sea, and the commission’s findings may add a security case for routes that avoid the region’s shallow, contested waters.

§8

Notice, Not Permission

Turkey’s defence ministry demanded “prior coordination” for the Greece-Cyprus power cable during a naval exercise that ran from 20 to 24 September.

Speaking aboard the TCG Anadolu during the Denizkurdu-I exercise, Turkey’s defence ministry made three demands: prior coordination for the Greece-Cyprus power cable, the demilitarisation of the eastern Aegean islands and Turkish approval of Cypriot arms purchases.29 Greece and Cyprus hold that the cable can be surveyed and laid without Turkish consent, while Turkey, which is not a party to the United Nations Convention on the Law of the Sea (UNCLOS), claims that the route lies within its own continental shelf.29

Greek reporting on 22 September says Athens and Paris are finalising a plan to restart seabed surveys for the Great Sea Interconnector with a French-flagged research vessel, with France supplying the flag and political cover, and the French firms Meridiam, described as a majority investor, and Nexans, the cable contractor, tied to the project.30 Greece would issue a NAVTEX, a maritime navigational warning, from Heraklion and notify Turkey rather than seek its permission, while Hellenic frigates and gunboats would hold a defensive deterrence posture and intervene if the vessel is harassed.30 The plan follows a 2024 standoff south of Kasos, when Turkish warships challenged an Italian-flagged survey ship working on the same project, and Greek officials have put the survey window between late September and early November.3031 For investors in interconnectors and cables that cross disputed waters, survey and installation windows may need to carry the possibility of naval interference.
