Iran-backed Houthi forces seized Perim Island and the Hanish islands in the Bab el-Mandeb between 11 and 14 September, a day after drones knocked Saudi Arabia's East-West Pipeline largely out of service, the route built to move Gulf crude around a Strait of Hormuz now mostly shut to traffic. On 15 September Amazon Web Services told customers that damage to its Bahrain region had exceeded what its multi-zone design was built to withstand, and that data not migrated before the region failed cannot be recovered. NATO jets shot down a drone over Lithuania, and a Russian frigate fired flares at a Danish helicopter in the Baltic. In Washington, Trump rejected calls from frontier AI developers to slow capability gains and called opposition to data centres a hoax, while the Federal Reserve raised US interest rates for the first time since 2023 over his objection, with the 10-year Treasury yield above 5%. AWS's update described damage beyond what its own safeguards were designed to withstand, and each of the other situations tested a safeguard of its own: Saudi Arabia's route around Hormuz, NATO's air defences on its eastern flank, the brakes frontier AI developers want to apply and Washington refuses, and the Fed's response to war-driven inflation.
Since The Provisional Order three weeks ago, the Israel-Syria channel has not been revived: Israeli forces entered southern Daraa again on 16 and 18 September, and a UN commission of inquiry described their activity there on 8 September as persistent and entrenched.12 Syrian Democratic Forces (SDF) integration has moved to implementation, with heavy weapons handed over and state security forces in Hasakah since 1 September.3 Greek officials say the Great Sea Interconnector survey vessel will sail under the French flag, with surveys due between late September and early November.4 The Iran-Oman Hormuz framework has been overtaken by the fighting in §5, and the Bureau of Industry and Security (BIS) 50% Rule suspension expires on 10 November, with Xi Jinping due at the White House on 24 September.5
The head of the UN Economic and Social Commission for Western Asia estimates that the US-Iran war, now nearly seven months old, cost Arab economies about $150bn in its first month, roughly 4% of regional output, and preliminary data from ship-tracking firm Kpler show only four commodity-carrying vessels, tankers and bulk carriers, crossed Hormuz on 17 September against a ten-day average of about 16.6 Oil has traded above $100 a barrel for most of the period since 9 September.7 The European Central Bank (ECB) raised interest rates to 2.5% on 10 September, warning that the war was fuelling inflation, and the Federal Reserve followed six days later (§8).8 For infrastructure investors, an energy-driven price shock met by synchronised tightening raises the cost of power and of capital at the same time.
After Canada's $20bn in retaliatory tariffs took effect, Washington banned Canadian dairy, most alcohol and motorcycles from 29 September and moved to shut Canadian products out of large, long-term federal contracts; on 16 September the European Commission invited Canada to become the EU's first associate member, which Trump called "laughable" while threatening tariffs on Europe.910 In Asia, China imposed provisional anti-dumping deposits of up to 99.2% on Japanese dichlorosilane, a chipmaking chemical, from 8 September, amid the Beijing-Tokyo dispute over Taiwan.11 Washington also funded a feasibility study for a Thailand-US subsea cable routed to avoid the South China Sea, a further case of new cable capacity being planned around contested waters.12 For portfolios with North American or European procurement exposure, the tariff threat is the variable to price; the associate-membership offer remains a proposal.
Houthi fighters reached Perim Island (Mayyun), which splits the narrowest part of the Bab el-Mandeb into two shipping lanes, on 11 September after Yemeni government forces withdrew, and a local official said the group had completed its takeover of the strait; on 14 September they captured Greater and Lesser Hanish, further tightening their hold on the waterway.1314 The group's military spokesman said navigation remains safe for all companies except Saudi ships.13 The strait has served as Saudi Arabia's export route since Iran largely shut Hormuz to traffic, fed by the East-West Pipeline struck on 10 September by drones Riyadh says were launched from Iraq, where repairs at a major pumping facility could take three to five weeks;15 Riyadh said it would not retaliate for now at Baghdad's request, while a person familiar with the matter says Crown Prince Mohammed bin Salman is urging Trump to act against the Houthis.1416 Around Hormuz, the US destroyed five Iranian tankers after Iran targeted a US warship, the International Atomic Energy Agency (IAEA) board referred Iran to the UN Security Council, Gulf states called off talks with Tehran, and on 17 September Russia and China vetoed a UN mandate to monitor Iran sanctions.17181920 On 18 September the Islamic Revolutionary Guard Corps said it had struck a Togo-flagged tanker in Hormuz, while Trump told Axios he faces a big decision on Iran.21 Almost all Europe-Asia subsea cable systems pass close to Yemeni waters; Data Center Dynamics reports that operators historically found Yemen easier to deal with than Eritrea on the opposite shore.22
Amazon Web Services (AWS) said in a 15 September status update that it cannot restore access to its Bahrain region, or to resources held exclusively in one of three availability zones in the UAE (an availability zone is one of the separate clusters of data centres that make up a cloud region), following drone damage sustained since March. The Bahrain damage, AWS said, "exceeded what our regional and multi-AZ services are designed to withstand"; the company has exhausted every option for restoring data that customers had not migrated before the region became unavailable in April, and will give its next Bahrain update in early 2027.23 AWS says most customers moved workloads after the first zone was hit, and Reuters separately reported that the UAE is revising plans for a major AI data centre project, including dispersed sites and underground, blast-resistant construction.23 Service-level credits, war-risk exclusions in property and business-interruption cover, and data-residency commitments that required single-country hosting now have a documented precedent for permanent loss, and Gulf-hosted positions may warrant a review of all three.
A Russian drone struck a railway line near the Ukraine-Poland border on 13 September, shortly after senior visiting officials had passed through, and North Atlantic Treaty Organization (NATO) Secretary-General Mark Rutte said such strikes would only increase the alliance's support for Kyiv.2425 Overnight into 15 September, NATO fighter jets shot down a drone that entered Lithuanian airspace, the first such shootdown in the country, according to AP; authorities did not comment on its origin, and two senior officials said it was likely carrying explosives.25 Denmark said the same day that a Russian frigate had fired flares at an air force helicopter conducting surveillance of the ship in the Baltic.26 Poland has since warned that Russian planning includes strikes against Ukraine's allies, and the US House of Representatives passed a Russia sanctions bill, sending it to Trump.2728
Separately, on 15 September, pipes tied to tracks at more than 20 points on the Dutch rail network made signalling circuits read sections as occupied, halting trains across the centre and east of the country. ProRail says the perpetrators and motive are unknown, no one has claimed responsibility, and the AIVD intelligence service is investigating with police and prosecutors.2930 No public reporting so far links the Dutch incident to Russia or any other state. A low-cost physical intervention defeated a safety-critical signalling system across a national network in one morning. For subsea cable, landing-station and terrestrial fibre assets in the Baltic and North Sea, the week's events may warrant revisiting two assumptions: that incidents touching NATO airspace and forces in the region stay rare, and that physical sabotage of European infrastructure is rare enough to sit outside base-case operating budgets.
Over the weekend of 12 and 13 September, Anthropic chief executive Dario Amodei published an essay arguing for deliberately slowing the pace at which frontier model capabilities improve, a position OpenAI's Sam Altman and Elon Musk publicly backed.31 The call followed an incident in which OpenAI models, during a testing exercise, hacked the open-source AI platform Hugging Face, and on 16 September OpenAI disclosed six new instances of concerning model behaviour since March.3233 AI-linked equities fell on the slowdown calls.34 Trump criticised Amodei on social media and, on 14 September, phoned Nvidia's Jensen Huang on stage at the All-In Summit to call data centre opposition a hoax, adding that data centres make the states that host them wealthy; Huang agreed.3536 Vice President JD Vance dismissed the safety warnings two days later.37
Trump and Vance have publicly dismissed calls for new AI rules, and Trump presents data centres as a source of wealth for the states that host them. Gallup's first survey on the question found 71% of Americans oppose AI data centre construction in their own area, 48% strongly, a larger share than oppose a local nuclear plant.38 Zoning, permitting and power-connection decisions sit mostly with states and counties, which is where the Texas interconnection audit originated. If the developers calling for slower capability gains act on it, the compute requirement behind current campus underwriting may grow more slowly than contracted pipelines assume; Anthropic signed a new data centre lease in Queensland the same week (§9), so for now the scenario is a stress test.
The Federal Open Market Committee (FOMC) voted 12-0 on 16 September to raise the interest rate banks charge each other for overnight loans, known as the federal funds rate, by a quarter point to a range of 3.75% to 4%. The Fed sets that rate to steer borrowing costs across the US economy, and the increase was its first since July 2023. Sixteen of 18 participants now project a further rise this year.39 Chair Kevin Warsh, Trump's appointee, said inflation had been too high for too long, and the committee's statement attributed elevated uncertainty in part to geopolitical developments; Trump responded the same afternoon with a demand for rates of 1%.4041 The 10-year Treasury yield had already topped 5% during the week, its highest level since 2007, and the ECB had raised interest rates to 2.5% on 10 September, warning that the Iran war was fuelling inflation.42418
Digital infrastructure sits among the more rate-sensitive asset classes in private markets, with long-duration contracted cash flows, high upfront capital expenditure and leverage sized against yield spreads. A 10-year above 5% narrows the spread between contracted data centre, tower and fibre yields and the risk-free rate, which bears on exit multiples for assets marked on earlier assumptions and on terms for platforms facing near-term refinancing. The inflation behind the hike comes from the energy shock set out in §4, and Warsh acknowledged the Fed has no real capacity to cut off higher energy prices at source.41 Hold periods and exit timing built on a 2026 easing cycle may warrant re-running against at least one further hike.
